Alas, vlc is unable to override the DVD region settings of newer 
Macs.  On my oldish G4 400 MHz with OSX 10.2.6 installed, vlc plays 
region 1 DVDs just fine.  For now, as far as I know, the only way to 
assure playback of DVDs whatever their region is to install a 
region-less DVD drive and use a region-less DVD player software, such 
as vlc, to assure your drive stays region-less.

Download their utilities if only for the Read Me files which explain 
quite clearly how the whole region business is regulated.
