[vlc] miniSDPannouncer

Hi all,

These last week i have played a lot with vlc and sap announcement
The current svn version resolve a lot of issue with sap but i was unable
to resolve my problem when i stream mp4 file in loop using rtp stream out 
module (essentially new sap is generate each time the loop begin from start ).

So to try to resolve this i have create a program based on the videolan 
miniSAPserver that get once the SDP file generate by VLC and announce it
using SAP.
