You can save a given command line as a batch/command/script file,
execute that.
There's also the ability, in vlc, to tell vlc what vlcrc file to use at
startup, so that you can have custom parameter tuning (specific vlcrc
files based on what you need to do).

You should have a look at VLM. Please note that the ability to specify a
config file for VLM from the command line is only available in CVS, as
far as I know...
