Some step have already been do,ne in VLC to encrypt streams (have a look
at the different options related to CSA. However, this will only allow to encrypt the stream with a static key, and won't provide any key management system.

If you are administrator on the network, you could also imagine using
access lists on the switchs or on the routers... but that could reveal
hard to manage on the long term...
