[vlc] decoding h263

Hello,

I'd like to know which h263 decoder videolan uses. Is it maybe based upon the tmn decoder?
If it is not (developed by the community) ... can anybody give me an indication how fast this decoder is 
(maybe compared to the tmn decoder). And something about the quality of the output.
