That's a toughie -- Linux dependencies can be a bear to resolve.  You might
want to check in on the IRC channel, try to catch the main developers.
What particular *nix are you using? (version)  Where did you get VLC from (a
download, or compiled yourself)?

On PC2, at the end of your command line try adding:  
--extraintf dummy -vvv

That should open a separate, detailed, debugger console window.  Turn on PC1
for 5 seconds or so -- you should see a bunch of stuff on the PC2 debugger
window -- then turn the PC1 stream off.  The PC2 debugger window should have
warning and, likely, error, messages which will help find out what's wrong
(you may not know what they mean, but they're the info that'll be needed by
the developers to help understand the problem).

Spoke too soon... in WMP I have all of the protocols checked... but when I
try to access the mms stream, I get "server is not responding".

I'm guessing something is wrong with the linux setup then.
