[vlc] Video export question

I am trying to stream to a file so that I can burn a Video CD.
VLC plays the .avi files that I am working with just fine.

If I use toast to convert an ".avi" to a video CD, I only get audio on 
the VCD.

I am on Mac OS X 10.3 with VLC 0.7.0.

Any help is appreciated.
