[vlc] Transcode vb and vt

Hi all.
Just a question about 2 transcode parameter: vb and vt (video bitrate and video
tolerance)
Without specifying the vt value, is the output a CBR stream?
And if I set vt=0?
I've seen lot of people using vt=800000 with vb=300.
Is this a reasonable value? The result is a VBR with an average of 300kbit/sec
and a great dynamics (800Kbit)?
I've read the VLC doc but there aren't details about vt apart from the name
(tolerance).
In an old post Fenrir suggested always to specify vt so I think I need to well
understand it.
