[vlc] still or freeze frames streaming

Hi everybody, (and sorry for my english!)

For streaming the output of a PVR-250 card on my local network, I use a 
command like :

 cat /dev/video0 | $VLC -vvv - --noaudio --cr-average 1000
--sout '#duplicate{dst=std{access=udp,mux=ts,url=192.168.1.3:1234}}' --ttl 1

But in fact, I just want a "snapshot" streaming for surveillance purpose 
(maybe 1 still frame each 3 seconds). Of course, I'm a newbie in the 
"video streaming and vlc universe", but I think it's maybe possible to 
make something by transcoding the stream . My concern is to obtain the 
lowest bandwith utilisation with a good quality of rendering. Somebody 
have some hints ?
