[vlc] VLC 0.7.1-test2 & localizations

Hello everybody,

Here is the last test release before 0.7.1 which should hopefully be out in 
about 1 week.

You will find this test release here: 
http://download.videolan.org/pub/videolan/testing/vlc-0.7.1-test2/
Binaries should also follow soon.

0.7.1 should have mainly been a bug fixing release but it does in fact also 
include many new features :)

Among these brand new features are:
- IGMPv3 support for Linux and Windows XP
- Software DTS decoding using libdts (www.videolan.org/dtsdec.html)
- SVCD (Philips OGT) and CVD subtitles
- PVA and NSV demuxers
- MOD audio support
- demuxer using libavformat (ffmpeg) for fringe formats support
- MacOSX opengl video output
etc... (see http://developers.videolan.org/vlc/NEWS for the extensive list)

As usual, please hammer this test version as much as you can and report on 
any problems you have.

And for our beloved translators :), the new translation files to update have 
been uploaded there:
http://www.videolan.org/pub/videolan/devtools/vlc-po-files.tar.gz
(instructions on how to update the po files are in the included README 
file).
