[vlc] Frame rate reduction ?

Hi,

I want to source a video stream using mjpeg but at a low frame rate - 
typically 4 fps

Are there options in the vlc player to do this?

If I have to develop frame rate reduction software can this be done as a 
filter? If so, are there samples of filter code?
