Beside "political" issues with DRM which Carlo exposed, one has to 
realize that even if DRM was implemented, it would probably not work as 
you would expect. Namely, anyone with the right to read/descramble 
DRM-protected data would be -from a technical point of view- able to 
copy it in DRM-free form for future uncontrolled use and/or re-stream 
it in the clear to whoever it wants.

Because VLC is an GPL-protected open-source software, we can't put (nor 
do we want to) limit on what users can do with VLC. Even if someone 
distributed a DRM-enabled VLC without re-streaming and saving 
capabilities, (s)he would be **legally** forced into releasing the 
modifications made to the program to any of its customer which could 
then re-enable these features. I presume that is not what you want.
