Almost.  G.711 is just u-law or a-law audio compression/decompression (16 
bit<->8 bit), which (I presume - I haven't checked) VLC supports OK.  (The 
LIVE.COM RTSP/RTP interface also supports these: i.e., the "audio/PCMU" and 
"audio/PCMA" MIME types.)
