The  easiest way  to do  what  you are  describing  is to  put links  to
playlist files on your website.

These playlist  files are text  files with  the .pls or  .m3u extention,
containing a  MRL. If you  associate the  corresponding pls or  m3u mime
type to VLC, it will ddownload the  playlist file, open it with vlc, and
the begin to play the corresponding MRL

An alternaitve  would be the  VLC mozilla plugin  (but it will  not work
with IE, of course...)
