Here's a hacked up/condensed version that should
be easy to do:

Grab the full build:
http://www.videolan.org/pub/testing/win32/

See http://nsis.sourceforge.net/Docs/ for the full documentation on NSIS.

The NSIS script is also included in the above zip file (the file is
simply  named "nsi" but is also available in the cvs version of VLC
as "install-win32").

To make the exe package of vlc, you just need to run:
"c:\Program Files\NSIS \makensis.exe /DVERSION=0.7.2 vlc-0.7.2\nsi"
