[vlc] "late picture skipped" errors playing mpeg files

I'm having some trouble playing MPEG files with vlc.  At some random
point it will start spewing out error messages like this:

[00000188] main video output warning: late picture skipped (-66479)
[00000188] main video output warning: late picture skipped (-106335)
[00000188] main video output warning: late picture skipped (-146316)
[00000188] main video output warning: late picture skipped (-186301)
[00000188] main video output warning: late picture skipped (-203003)
[00000188] main video output warning: late picture skipped (-199967)
[00000188] main video output warning: late picture skipped (-195972)
[00000188] main video output warning: late picture skipped (-191972)
[00000188] main video output warning: late picture skipped (-187977)
[00000188] main video output warning: late picture skipped (-201597)
[00000188] main video output warning: late picture skipped (-197985)
[00000188] main video output warning: late picture skipped (-193982)

No more frames are displayed after this starts.  The strange thing is
that it happens after a seemingly random time.  The same file will
sometimes play for just a few seconds, sometimes much longer.

What exactly does this message mean?
