Try having VLC open a ".sdp" file instead.  (The file 
"testMPEG1or2Video.sdp" that comes bundled with the LIVE.COM software 
should work for this stream (because you are using the same multicast 
address and port number).)  The SDP file will tell VLC precisely what kind 
of data is in the stream.

Alternatively (and even simpler), enable the built-in RTSP server in your 
streaming application ("testMPEG1or2Video.sdp"), and have VLC open the 
"rtsp://" URL instead.
