[vlc] problem with: make package-win32

Hi, after successful compilation on windows XP
(using cygwin), I tried "make package-win32"
and eventually got the following (everything
up to this point was successful):

wine ~/.wine/fake_windows/Program\ Files/NSIS/makensis.exe \
             -- /DVERSION=0.7.2 ./vlc-0.7.2/vlc.win32.nsi
/bin/bash: line 1: wine: command not found
make: *** [package-win32-base-exe] Error 127


Where can "wine" be downloaded from?  Is it really needed
on a Windows OS?
