[vlc] RTSP server for VoD

Hi All,
Can the VLC be configured as a RTSP server, for a VoD application ?
it is mentioned in the 0.8.0 'changes' doc, but it's not perfectly clear.
If the answer is yes, then how is it configured? what transport 
protocols are currently supported?
