itself: "Axis' implementation of the MPEG-4 image compression standard
follows the ISO/IEC 14496-2 standard (also known as MPEG-4 Visual or
MPEG-4 Part 2)."
Which might be supported by the FFMPEG libraries VLC is using for MPEG4.
In short just try in a very simple setup.

The mozilla license is GPL compatible AFAIK

No, the Mozilla license is in effect and not the VLC's because the VLC
plugin doesn't load the PDF plugin or is dependend on it. (I am no a lawyer)

You are looking for a BSD style license actually. I don't know any Open
Source Video Player using this license.
