No, VLC *can* receive and play H.264 RTP streams, provided that:
1/ You're using a recent snapshot of the VLC code, and
2/ You're version 2005.07.23 (or later) of the "LIVE.COM Streaming
Media" code <http://www.live.com/liveMedia/>
If you have a (publically accessible) "rtsp://" URL of a H.264 stream
that you believe VLC is not able to play, then let me know.
