[vlc] How to transcode to MP4V Simple Profile at Level 0

Hello,

I want to transcode a video-stream to a MPEG4 Simple Visual Profile @ Level 
0 (QCIF, 15FPS). I also generate a SDP file and want the attribute 
"profile-level-id" to be profile-level-id=8. I can only get 
profile-level-id=3 in my SDP-file. Is there some (hidden) syntax (in 
ffmpeg?) to make this work?
