Is there any way to tell vlc where the actual audio and 
video are?

I am surprised Moonlight's MPEG2 player can play this file
at all. Apparently, it is the only one that can do so. 

BTW, this file was transcoded by Rhode & Schwarz to make
it compliant with the ISDB-T mobile standard. It seems
like their transcoding tool is messing up the stream
information in the file. I have sent them the details
you sent me (I am not a video guy so couldn't make
sense of vlc's error log) hoping that they fix the
stream.
