I assume that you are just trying to display locally on your PC, not trying
to send it over the network yet?  That is the way to go, one step at a time
-- once it displays locally, transmitting over the network will be workable.
 
One common thing is that the card is not configured to output the right
color space, or chroma.  For instance, with my Osprey video capture card I
have a half a dozen different choices -- things that say I420, YUY2, YVU9,
UYVY, etc.  For my particular capture device, with its drivers, I tell it to
use I420.  You change the chroma by using that "Configure" button, poking
around to see where your card offers options to change it.
 
Another possibility is that you are tryiing to tell the card to output too
many frames per second -- that it, or the USB interface, is not able to keep
up.  To adjust that, click the "Advanced Options" button on the main
DirectShow Input window.  Down in "Video input frame rate" perhaps try
changing it from 0.0 to 15.0.

Thank you Mark for trying to help me out to get this TV Converter to work
using Direct show. I followed  your instructions I am able to get the screen
to display but is Gray out . I click on messages and I see the errors

1)  Does VLC work with my input device?

I've checked a latest VLC build, plus 0.8.4a, using Win XP Home Edition,
SP2.  Both a generic USB Webcam and an Osprey PCI framegrabber are working
fine.  This tells me that VLC is generally "playing nice" with DirectShow
devices.  If your USB capture device is DirectShow, it should be OK.
-Do you have the very latest drivers installed for your TV402U, whatever the
vendor provides?
-Try to get a local display:
--File -- Open Capture Device
--Select Refresh List, next to Video device name, then pick your device from
the dropdown list
--Select "Configure" next to "Refresh list" -- this should open whatever
directshow control panel the vendor has made available for the device -- try
selecting different options
--Down in display size, try plugging in 320x240 for the time being
--Select OK -- the Open window should close, VLC connects to your device, a
video window appears.  If this doesn't happen, go back through and try
chaning the options you reach through Configure.
 
Once you are able to get a local display, you should be able to take the
next step, transcode to a file.

This is what I have  a pc with windows XP sp2
I have a Digital Video converter px TV402U connected to it using usb port
and I have a external DVD player connected to the Digital Video Converter. I
want to capture the video from the external DVD player. I have movie on a
DVD playe that I want to capture using VLC 08.4a
I am not sure if I have to configure anything because I can't capture video
when I try.
I get all kind of errors 
 
main warning late picture skipped 
main warning out range
Dshow can't open video
