[vlc] DVB drivers and QPSK

If you are using the dvb access module with a recent kernel or linuxtv
development snapshot, you may experience a kernel oops when tuning. To
solve the issue :

- either upgrade to the latest cvs of dvb-kernel (linuxtv.org)
- or comment out the FE_ENABLE_HIGH_LNB_VOLTAGE ioctl in
  modules/access/dvb/linux_dvb.c
