Since this rc interface can also read its commands from the console, the
easiest (if you can use a UNIX system) to control VLC using a serial
link would be to open a console on one of the serial ports of the
server, and then log on this console, start a VLC session with the rc
interface (or attach to an exiting one) and send commands this way...
