There is detailled help on building VLC for Windows in the
INSTALL.win32. It is not really possible to use Visual Studio.

It could technically be done, but it would imply that the program
calling the DLL be distributed under the GNU GPL, unless it is only
used internally.
Otherwise, vlc.exe supports an extensive range of command line options
so that it can be controlled from an external program. It is probably
the only legal way to use the VLC from non-GPL software.
You can refer to the documentation on our website for the command line
syntax.
