[vlc] question about vlc

Is vlc ale to drop some frames in specific interval? (1out of 2
frames, or 1out of 3,...)
If it is not included in vlc is it possible to do it?
I have an old PC, which drops some frames. (second-OK, next second
freezing, with this feature I can make from 30FPS, 15FPS, which is
better than freezing all the time.
