[vlc] Billing information embedded on a h264avc stream possible?

Hi. 

I want some help with a video-on-demand project.
I want to transcode/encode the i-frames of an mpeg4 part 10 stream in
order to bill my customers. Thus, I want only my customers to be able
to watch the streams, given that they have the correct decoder that
will make the video viewable again.

Is this possible and is this the correct solution at my problem or
should I  look at a higher level?
