[vlc] ghost trails with mpeg4

I am broadcasting from a remote site using GXG from Grandtec.  We are
seeing a ghosting affect or a smearing affect on images that are
moving.  I am sure this is fixable with some tuning but need a pointer
in the right direction.  Here is my command.

/usr/local/bin/vlc -d v4l:/dev/video:norm=ntsc:size=320x240: --sout
'#transcode{vcodec=mp4v,acodec=none,vb=500,vt=200000,keyint=80,sfilter=time:marq:logo}:std{access=udp,mux=ts,url=172.16.0.100}'--ttl 12 --time-format="%H:%M:%S    %D" --time-x=170 --time-y=226 --freetype-font=/usr/share/fonts/corefonts/arialbd.ttf --marq-x=125 --marq-y=0 --marq-marquee="Provided by TriParish.net" --marq-timeout=0 --logo-file=/home/ltaylor/triplogo.png --logo-x=230 --logo-y=0 --logo-transparency=80
