[vlc] looking for comaptabile programme

not too sure correct place to ask but will do any how.
 
do u have an open source based learning a language programme that can be programmed to include other non western languages. i.e  a programme like the RosettaStone language learning programme ( it enables one to listen, read speak( speech recognition feature) and writing. 
 
please help out
