[vlc] subversion can't be checked out

Dear all, 
    I'm using cygwin to compile VLC source code followed by the
document--CygwinCompileEnvironmentRevB.pdf.  However, it returned
connection failed. My network has a firewall. I wonder if it blocked
out the svn connection.  Or is there any other way to do the same
operation?  Thanks a lot!~
