Hi Harshal,
Here's the command line I use to multicast
 

vlc dshow:// :dshow-vdev="Pinnacle PCTV Stereo BDA Analog Capture" :dshow-adev="Intel(r) Integrated Audio" :dshow-size="" :no-dshow-config :dshow-tuner :dshow-caching=200 :dshow-chroma="RV24" :sout=#transcode{vcodec=mp4v,vb=1024,scale=1,acodec=mpga,ab=192,channels=2}:duplicate{dst=std{access=rtp,mux=ts,url=239.255.0.1:1234}} --ttl 12
