This is not correct. Run vlc -p pvr to see options for the ivtv driver.
A usual run using the tuner would be something like this:
vlc pvr:/dev/video0 --pvr-channel 0 --pvr-frequency 123123 --pvr-bitrate
5000000
Which value to use for pvr-channel can be found using ivtvctl -P
