Well, if you're only talking about a video codec, (no particular
container / access method), you need to develop a new codec module to
make the interface with your codec library.
BTW, be aware that VLC is GPL. That means that you will be compelled to
distribute your codec under the gpl (or a gpl compatible license) along
with your modified version of VLC (if you plan to distribute it).
