[vlc] VLC and VOD

I'm trying to develop a video system with VLC using VoD ; 
but I have two problems:
1. I can't transcode some video to mp4v, in the vod telnet enviroment; is it 
posible??
2. Is it possible to change transcoding settings on a video stream once it's 
started to play in the client??? this in vod.

Well I'd like to make it because my bandwidth is critical...
