in the readme.txt file within the activex directory:

"The ActiveX Control DLL file can also be distributed by itself if it has 
been
compiled with built-in VLC plugins; check developer information for more
information on built-in plugins."

You need to find what modules need to be built in for your situation.

also, this is the vlc `user' mailing list.. you would get more response on 
the `developer' mailing list.
