if you use a hardware accelerated playback module like DirecX or OGL it should do the job without CPU load - if not this can use a lot of CPU time...

Well I think the deinterlacing filter does work but the problem is that the upscaling algorithm. A pixel in 720x576 is enlarged as a larger square in the 1280x768 output.
So the new question I suppose is if there is a possibility to set which upscale algorithm that is used - nearest neighboor, bi-cubic aso.
