[vlc] Playing 3GPP Audio Only LATM AAC/HE-AAC Streams

Specifically, does the current version of VLC support playing 3GPP 
Audio Only LATM AAC/HE-AAC streams?

This stream does not seem to play in VLC, yet it plays perfectly in 
mobile phones, QuickTime, and RealPlayer.
