[vlc] VLC not running

Hi,
I have compiled VLC on Windows XP maching using CygWin
enviromnet. I have used the latest src code 0.8.4a
also 0.8.4 dec release.
When I click in vlc.exe nothing happens?
How do I run it? I am not seeing any user interface.

Any idea.
