Thank you Terry,
I believe you have help me to solve the problem.
I was only trying to use the DVD player with the TV Converter to test VLC
software see if would stream and capture video. Because the people here that
I work with want to incorporate the TV converter to a dedicate server and
want to be able to get news and be able to capture the video of the
broadcaster.
But we wanted to test the vlc software and TV converter first before
connecting to the network.

Now I need to find out how to go and try another way.
