It is. There's the --udp-caching option for instance.

It pretty much depends on what you tell the encoder to do. VLC can 
stream at bandwidth as low as 256 kbits/s (and probably a little lower 
as well), or as high as HDTV. AFAIk, it's rather an hardware issue.
