[vlc] Saving State in VLC

After installing VLC Player on my new WinXP machine, I've discovered that
the 'problem' of VLC's failure to save settings/states between sessions still
persists.  Does anyone know of a fix to get VLC to 'remember' settings (say,
like which skin I've selected or changes in my audio/video preferences) from one
session to the next?

How does one go about using VLC to transcode and save one video
format into another.  I've heard the program has this capacity, but thus far
have found no way to do it.  I'm mainly interested in converting .AVI's and
.ASF's to .MPEG's and vise versa.

Any help would be greatly appreciated.
