Hello Diago,

I'm not speaking for the developers of vlc, but as far as I know, vlc is 
distributed under the GPL license, and thus anyone is permitted to distribute 
it _without_ permission.
The only constraint is (according to the GPL), that if you plan to distribute 
vlc in binary form, you also have to provide the license itself and the 
source code of vlc (or at least a link where to download it).
Someone may correct me if I'm wrong!

You can find the details of the distribution concerns (the GPL) under 
http://www.videolan.org/doc/play-howto/en/apa.html, for example.
