[vlc] error at bootstrap

hello,

i'm trying to compile VLC with XP / cygwin but it failed at the beginning in bootstrap.
i already saw this kind of error many times in forums or so but i never saw a real answer for that.
the only one told about an older or absent version of libtool but i've installed the latest one 
(1.5.22 confirmed by which libtool)
so there must be something else.

any idea ?
