[vlc] Dynamic adaptation of video

Dear all,

I just started using VLC for a project that I am working on and I would like to
ask some questions about what can be done with this package.

I was wondering if I can change parameters such as framerate and quantization
parameters while a video is playing or even change the size of the image from
4CIF to CIF or QCIF.
