VLC supports SSL/TLS with HTTP, and CSA with MPEG-TS (currently static 
key only). The actual cipher suites implemented in the TLS stack will 
depend on the version of GnuTLS (and underlying Gcrypt used).

VideoLAN does not operate within/export from the US, so nobody (I guess) 
ever cared to determine an adequate ECCN.
