Magnus -- Take a look at whether it might classify as mass market commodity,
ECCN 5D992.

You could be the first on the block to actually go through the export admin
paperwork for VLC :) 

(Otherwise, get rid of the encryption portions -- analogous to having to
remove certain DVD-related items to stay on the good side of the DMCA within
the US.)

VLC supports SSL/TLS with HTTP, and CSA with MPEG-TS (currently static key
only). The actual cipher suites implemented in the TLS stack will depend on
the version of GnuTLS (and underlying Gcrypt used).

VideoLAN does not operate within/export from the US, so nobody (I guess)
ever cared to determine an adequate ECCN.
