[vlc] Can I convert from VBR to CBR with vlc?

Hi,

I want to convert a variable bit rate movie to a constant
bit rate. Can I use vlc to do this? If so, what are the
options I should use?

If it matters, I have source file in both mpeg2 and mpeg4
formats.
