[vlc] Starting VLC

Hi to everybody!
I need to start VLC from my application to start recording video from my IP 
camera. I need to set some  parameters before start recording and that is 
what i do not know how to achieve. My parameters are:
- Open Network Stream: 
http://EnterCameraIPAddressHere/cgi-bin/nph-video?type=multipart/x-mixed-replace


- Encapsulation Method - MPEG-1
- Video Codec: mp1v

or this ones:

- Encapsultaion Method: ASF (Windows Media standard)
- Video Codec: DIV3
- BitRate: 1024

In short, I want to launch VLC to record a video stream with a predetermined 
configuration, is it possible? Maybe some kind of ini file or smth like 
that!
